<p>Each year, thousands of Canadians are victims of fraud related to misappropriation of funds, forged documents, internal thefts, identity thefts, false pretences and more. 			<content:encoded><![CDATA[<p><strong><em>Did you know that the new <em>ISO/PAS 17712:2010 standard will enter into force on March 1st?</em> </em></strong></p>

<p><strong>ISO 17712:2010 Third generation</strong></p>
<p>When it started in 2003, it was a public specification supplied by the technical commission in charge of the standardization of containers for the transportation of merchandise. In 2006, the standard was reviewed. On March 1<sup>st</sup>, 2012, the third generation of the standard will officially enter into force.</p>
<p>The required compliance requirements are the following:</p>
<p>1) Testing to establish the category of seals with regard to physical strength (fences at the entrance);</p>
<p>2) Verifying the manufacturer&#8217;s operational practices concerning safety;</p>
<p>3) Obtaining at least a passing grade following tests on the seal&#8217;s capacity to demonstrate alteration proofs; toughness, intersection, inclination and contact tests performed in an ISO17025 certified laboratory.</p>
<p>4) For the bolted model only, complying with the minimum metal diameter width of 18 mm (excluding the plastic cover) on the male and female side. It is recommended, depending on the destination, to have it numbered on both parts as shown on the Snaptracker model.</p>
<p>The use of a seal that meets the new standard ensures the integrity of the container and improves its traceability. By doing so, we avoid the addition of non authorized material and delays caused by a broken, missing or non conforming seal. There are single-use, prenumbered or personalized devices, depending on your needs. You can keep a record of the numerical order and avoid repetitions for a 4 year period minimum.</p>
<p>Some maritime companies will require that seals placed on containers be in accordance with standard ISO 17712:2010 starting March 1<sup>st</sup> 2012. However, <em>Partenaire en Protection (PEP)</em> recognizes that seals are costly and will authorize the use of current seals until your stocks are depleted.</p>

			<content:encoded><![CDATA[<p>It all started with our manufacturer Tydenbrooks Security Products Group whose three companies, E.J. Brooks, Tyden Brammal and Stoffel seals, all have a long and rich history that has evolved over time.</p>
<p>Since the 1800s, the founders and their successors have always played an active role in the development and innovation of their products.</p>
<p>In 1873, Edward J. Brooks founded E.J. Brooks Company after acquiring a toy manufacturer in New York whose production of lead soldiers was very popular at the time. Already passionate about trains, Mr. Brooks decided to start producing railroad cars. He created the first catalogue for the railroad industry that included more than 300 products.</p>
<p>In 1886, an excellent business opportunity arose. Mr. Brooks who was also a neighbour of the famous Thomas Edison would have been asked to participate in the design of a seal to be used for safeguarding the first electric meters.</p>
<p>At that time, Mr. Brooks was already supplying a variety of products such as metal seals (horseshoe seals, rope seals, sealers, bottle seals, railroad car seals, beer barrel seals).  Also during that time, E.J. Brooks Company signed its first contract with the United States Department of Treasury for wire and lead seals to be used by forwarding agents responsible for the transportation of money and precious metals.</p>
<p>A letter dated in 1891 signed by Mr. Brooks was found on eBay in reference to the commercial trading of the company.</p>

<p>The implementation of safety procedures will help you comply with standards and support your constant efforts with regard to continuous improvement. Whether you are a retailer or a small, medium or large manufacturer or company, if your installations include a warehouse, <strong>these steps concern you</strong>.</p>
<p><strong> </strong></p>
<p><strong> </strong><strong>1. </strong><strong>Check the integrity</strong> of your products and the ingredients, raw materials and packaging materials you receive in terms of safety by performing a rigorous and regular quality inspection.</p>
<p>Perform an adequate inspection by comparing delivery slips with purchase orders to make sure there are no errors or fraudulous handling during fabrication and transportation of goods. Use <span style="text-decoration: underline;">safety tapes</span> to store and ship products and to help identify opening attempts on packages or boxes. For traceability and vigilance reasons, this safety product helps prevent losses and frauds at a low cost.</p>
<p><strong>2. </strong><strong>Protect areas susceptible to incidents </strong>by inspecting physical installations (risk areas), entrance and exits, storage areas, shipping and receiving areas.</p>
<p>The integrity and confidentiality of business and financial information will be protected by properly managing the use of technology and administrative areas.</p>
<p>An appropriate management of backups, user profiles and passwords will improve the safety of computer systems. Also, a risk evaluation of the administrative areas will help ensure that you have the required protection for your personal files and servers and that additional safety measures may be required such as locks on file cabinets and shredders for confidential documents.</p>
<p>For example, keep an entrance and exit log and identify all personnel, visitors and truck drivers. Give an identification badge or security patch to visitors and accompany them at all times. Install surveillance systems adapted to your company such as <span style="text-decoration: underline;">grid partitions</span>, fences, <span style="text-decoration: underline;">quarantine vestibules</span>, safety guards, key systems, gatehouse, cameras, etc. Also, give access to storage areas and equipment to authorized personnel only to increase control and traceability of products and activities.<strong> </strong></p>
<p><strong>3. </strong><strong>Take the time to properly train your employees</strong>: At the time of hiring, when purchasing new equipment, introducing new procedures or making work changes, you must train your employees.</p>
<p>Article 51, al. 9, of the <em>Occupational Health and Safety Act</em> specifies the employer&#8217;s obligation to inform his employees of the risks related to his work, to give them training and to supervise them to make sure they can perform their work safely with the necessary knowledge.</p>
<p>Accountability of employees is essential to the continuous improvement process. You must inform your employees of the vision, values and projects of the company in order to encourage their participation and compliance with control and safety procedures. We encourage you to create a safety group or committee that will focus on team work.</p>

<p>The Port of Montreal is an independent Federal Agency. This international establishment handles about 20 million tons of various merchandise, 24 hrs a day, 365 days a year. There are yards of bulk, solid and liquid containers (almost 50 %), and non containerized, grain and cruise containers. Most are for Northern Europe, the Mediterranean area, Central Canada, the North East of the US and Asia.</p>
<p>Renowned for the efficient transfer of containers between ships, railroads and trucks, the Port is always seeking new ways to improve its infrastructures. There are repair, bunkering, towage and mooring services on site. The Port of Montreal also has its own electricity and drinking water distribution network. Major investments including the opening of a gate complex for trucks last March and the Highway 25 direct access for trucks will improve road traffic and reduce waiting time for truckers.</p>
<p>The Port of Montreal is known as one of the safest in North America. For the past 2 years, each container has been going through a radioactivity detection gate complex. The Port is one of the 15 members of the <em>Green Alliance </em>whose purpose is to reduce greenhouse gas and manage cargo residue and it received excellent grades for its environmental self-assessment program. The Port uses hybrid vehicles for safety and maintenance services, has purchased a multiple generator locomotive and complies with the Canadian Environment Protection Act and Federal Environmental Assessment Regulations for its projects.</p>

<p>Since 2008, CBP (Customs and Border Protection) requires water carriers to affix an ISO/PAS 17712 standard seal to merchandise arriving by sea to an American harbour. The numerical order must be transmitted 24 hours before the loading to the United States using AMS (Automated Manifest System). Non standard containers such as open top containers that cannot be secured using a regulatory seal are not subject to the regulatory requirement. CBP will find it illegal if a loaded container arrives without a seal or with non compliant ISO/PAS 17712 standard seals.</p>
<p>To be compliant, the seal must have an exclusive numbering and meet solidity, durability and tamperproof criteria. A high safety seal is engraved with the letter « H ». However, to ensure its compliance, make sure you have all ISO/PAS 17712 standard compliance certificates. The cost of a seal depends on its model. However, the cost is minimal compared to the value of the merchandise in transit. The two most popular models are 1/8 cable seals and bolted seals. While it will not prevent the opening of the container on which it is installed, it will increase the difficulty.</p>
<p><strong><span style="text-decoration: underline;">Main reasons to use a seal:</span></strong></p>
<p>- to determine responsibility (according to certain insurers, the lack or failure of a seal will determine responsibility)</p>
<p>- to improve traceability</p>
<p>- to confirm a door opening.</p>
<p>C-TPAT certified companies must also use seals within their internal supply chain for control and traceability purposes.</p>
